When theoreticians talk about noise, they frequently forget about the idealization coupled with this term. Another implicit and rarely mentioned assumption is that the tools of mathematics used are idealizations, too. Though some of Tsuda's ideas are similar to mine (e.g., we both believe that nonlinearity is one of the main reasons why the brain works the way it does; Kowalik et al. 1996), some critical remarks are in order.

We focus on one aspect of Wright & Liley's target article: the linearity of the EEG. According to the authors, some nonlinear models of the cortex can be reduced (approximated) to the linear case at the millimetric scale. We argue here that the statement about the linear character of EEG is too strong and that EEG exhibits nonlinear features which cannot be ignored.

Records the main presentations of an international conference convened to identify the ethical concerns that need to be addressed as WHO renew its health for all policy for the 21st century. The meeting was attended by more than 150 experts in the fields of ethics, human rights, philosophy, medicine, and public health. Their contributions illustrate the many complex issues that need to be addressed when formulating global health policies for the future, particularly in view of striking recent changes in health (...) care, disease patterns, market forces, and political systems. The report opens with a description of the WHO policy framework for achieving four goals in the 21st century: attainment by all of health rights, achievement of global health equity, increase in healthy life expectancy, and access for all to essential quality health services. Against this background, the first section traces the evolution of bioethics to its present concern with the health of populations and identifies some of the most important inequalities that confront contemporary society. Papers in section two discuss key policy issues, including the definition of essential public health functions and their relationship to primary health care, ethical issues raised by the use of Disability-Adjusted Life Years (DALYs) to prioritize health resources, and the potential conflict between policies aimed at reaching vulnerable groups and those seeking to achieve aggregate health benefits. Ethical issues are discussed in subsequent sections, which explore policy implications at global, regional, and national levels. The remaining sections consider the actions needed to ensure that ethical analysis plays a role in the renewal of the health for all strategy and discuss some of the practical requirements for gaining commitment to equity as an essential public health goal for the 21st century. Progressive supranuclear palsy is a movement disorder with prominent tau neuropathology. Brain diseases with abnormal tau deposits are called tauopathies, the most common of which is Alzheimer's disease. Environmental causes of tauopathies include repetitive head trauma associated with some sports. To identify common genetic variation contributing to risk for tauopathies, we carried out a genome-wide association study of 1,114 individuals with PSP and 3,247 controls followed by a second stage in which we genotyped 1,051 cases and 3,560 controls for the (...) stage 1 SNPs that yielded P ≤ 10-3. We found significant previously unidentified signals associated with PSP risk at STX6, EIF2AK3 and MOBP. We confirmed two independent variants in MAPT affecting risk for PSP, one of which influences MAPT brain expression. The genes implicated encode proteins for vesicle-membrane fusion at the Golgi-endosomal interface, for the endoplasmic reticulum unfolded protein response and for a myelin structural component. © 2011 Nature America, Inc. One of the main problems of modern rationalistic theories of science is the non-eliminability of the subjective factor in the development of science. Temperate rationalism of Newton-Smith was an attempt to solve this problem. J. Życiński developed his own version of temperate rationalism in which the subjective factor played much more substantial role. In the article I am presenting his specific idea of the personal _commitment_ as a necessary condition for rationalism and science. In the first section I proceed to (...) reconstruct ˙ Życiński’s argument leading him to the conclusion of this epistemological necessity. Next in the section 2 I present his idea of the epistemological uncertainty principle as a consequence of the subjective _commitment_. In sections 3 and 4 I explore axiological and pragmatic aspects of the Życiński solution. Finally, in the section 5 I do compare his temperate rationalism with Newton-Smith’s proposal in the context of the Polanyi’s idea of personal knowledge showing differences in their respective approach to the role of the subjective factor in science and rationalism. Each of us is a measure. The project of advocates of change in Plato’s Theaetetus as compared with sophistic thought -/- Summary -/- One of the most intriguing motives in Plato’s Theaetetus is its historical-based division of philosophy, which revolves around the concepts of rest (represented by Parmenides and his disciples) and change (represented by Protagoras, Homer, Empedocles, and Epicharmus). This unique approach gives an opportunity to reconstruct the views of marginalized trend of early Greek philosophy - so called „the (...) sophistic movement”. Paradoxically, previous research shows little interest in sophistic thought as a source of the standpoint of advocates of change („the secret doctrine”). The roots of „the secret doctrine” were investigated in the works of Heraclitus, Aristippus, and Antisthenes or those related to “neoheracliteanism”. However, researchers did not make any significant attempt to confront this concept with the contemporary research on the sophistic movement. The conviction that sophistry was primarily humanistically oriented was one of the main reasons why researches were opposed to the fact that „the secret doctrine” could represent a true expression of Protagoras’ views. This is why J. Burnet and F. M. Cornford in their seminal works assumed that “the secret doctrine” should be attributed to Plato, who simply combined a series of loose statements into one single project. In this work, we argue that the thesis which questions the parallels between the sophists’ interests and the philosophers of nature requires a significant revision. There is ample evidence to suggest that the philosophy of nature was a part of sophists’ research. This is supported by two main arguments. First, the tutors of sophists were philosophers of nature. Second, there are numerous sources that explicitly show sophists’ interest in the physical issues. These sources include anecdotal evidence about the fact that sophists wrote works On nature. There is also information confirming that they deliberated on detailed physical issues. The analogies between the concepts attributed to the advocates of change and our knowledge about sophists from other sources is very wide and contains most elements, which are included in the project of “changeable reality” presented in Theaetetus. The deliberations on the mechanism of perception, which are close to those of flux theory of perception in Theaetetus, are present in the sources referring to Gorgias of Leontinoi, the famous sophist and rhetorician. Also, the second element of “the secret doctrine” that is the metaphysics of flux matches up with what we know about the sophists’ views from other sources. On this basis, one can deduce that – contrary to the tradition which marginalized the role of sophistic considerations on the issue of being and non-being – it was one of the major subjects of sophistic research. Its main point was the criticism of the Eleatic conception of a single and unchangeable being, which also plays a key role in the doctrine of flux in Theaetetus. The epistemological theses which are presented in Theaetetus are borne out in sophistic sources. They include the definition of knowledge as perception, the „Man-measure” formula and a number of principles, which result from these foundational theses. Sophists’ empirical preferences resonate with the theses of the advocates of change in Theaetetus. Special attention that is given to the issues of differences among people, and even to cognitive differences in one person depending on the changeable states to which a person is subject, goes well together with what we know about reciprocal influence between the sophistry and medicine. The consequences of the epistemological conception present in Theaetetus have their equivalents in sophists’ works and other testimonies. An example of these consequences may be the abolition of truth and falsehood or the abolition of contradiction, which finds its expression in the thesis ouk estin antilegein. The analogies also concern reflections on the language itself. The project of the “new language” uses categories, which were developed by sophists. These include the antithesis of nomos and physis. The general intentions of this project reflect Protagoras’ ideas, at least to the extent to which they are known from the sources reporting his thoughts on language. Plato’s Theaetetus can thus be considered a veritable treasury of sophistic motifs. Even though the problem remains unsolved and one is still not able to unambiguously decide about the author of “the secret doctrine”, one can come to a certain conclusion – even if Plato synthesized various doctrines, he must have relied in his project mostly on the elements that he borrowed from sophists. Moreover, the value of reconstructing the project of the advocates of change in Theaetetus does not consist of mere enumeration of sophistic motifs. The dialogue is key to understanding the sophistic movement, whose separate doctrines – for the lack of sources and as a result of centuries-old disregard – are usually treated as rhetorical formulae that are interpreted in many ways and have no philosophical foundations. If it is really the case that the theses attributed to Protagoras in Theaetetus were actually a part or a derivative of Protagoras’ thought, or – speaking more conservatively – if they constitute a synthesis of sophistic thought done by Plato, they could represent philosophical foundations for the most important sophistic theses: the “Man-measure” formula, the ouk estin antilegein principle, the concept of language as a tool, the idea of the relativity of good and the whole practical sphere of sophists’ activity. Contrary to the views of many researchers, we are certain that the representatives of the sophistic movement did not limit themselves only to the application of practical rules, which determined the extent of their educational or rhetorical-political activity. They were capable of creating – indeed, they did create comprehensive projects that embraced the whole thematic scope subject to philosophical reflection. (shrink)

Hoene-Wroński), powrócili de facto do koncepcji polityki wypracowanej już przez Arystotelesa, który sądził, że polityka jako część filozofii spełnia dwojakie funkcje: 1) poznawczą, gdy formułuje model doskonałego społeczeństwa, i 2) instrumentalną, gdy podaje wskazówki na temat działalności sprzyjającej utrzymaniu doskonałego ustroju. Myśliciele polscy uświadamiali sobie dobrze zarówno funkcję poznawczą i instrumentalną polityki. B. Trentowski sprecyzował te funkcje dobitnie. Funkcje poznawcze pełni filozofia polityki, która ustala cele polityki. (...) Natomiast funkcje instrumentalne polityki Trentowski rozszerzył i wzbogacił. Wyróżnił bowiem wiedzę o strategii politycznej, która ma określać metody, dzięki którym narody mogą się zbliżać do doskonałego ustroju, oraz cybernetykę jako sztukę politycznego sterowania masami i osiągania skutecznych zmian politycznych. Koncepcja cybernetyki jako umiejętności sterowania sprawami państwowymi stanowi ważny i oryginalny wkład polskiego romantyzmu do filozofii politycznej. (shrink)

The article is an attempt to systematize views on the subject of history of philosophy. Starting point of the analysis are the conceptions occurring in the post-Kantian philosophy, where significant differences in understanding the history of philosophy reveals themselves. History of philosophy may be understood as doxography, as a history of concepts, as history of idea, as a history of problems or, finally, as a philosophical history of philosophy. Author presents main assumptions of each of before mentioned approaches, pointing to (...) the special value of history of philosophy treated as a history of problems and philosophical history of philosophy. Additionally author appeals to Polish researchers of that problem being Kazimierz Twardowski, Zbigniew Kuderowicz or Mieczysław Gogacz. Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. Ned Block argues that the higher-order (HO) approach to explaining consciousness is ‘defunct’ because a prominent objection (the ‘misrepresentation objection’) exposes the view as ‘incoherent’. What’s more, a response to this objection that I’ve offered elsewhere (Weisberg 2010) fails because it ‘amounts to abusing the notion of what-it’s-like-ness’ (xxx).1 In this response, I wish to plead guilty as charged. Indeed, I will continue herein to abuse Block’s notion of what-it’s-like-ness. After doing so, I will argue that the HO approach accounts (...) for the sense of what-it’s-like-ness that matters in a theory of consciousness. I will also argue that the only incoherence present in the HO theory is that generated by embracing Block’s controversial notion of what-it’s-like-ness, something no theorist of any stripe ought to do. Block is famous for (among other things) having introduced the notion of ‘phenomenal consciousness’ into contemporary philosophy of mind (Block 1995). This term is widely employed in the philosophical literature and it even appears in the empirical literature. But wide-speared usage has brought about divergent interpretations of the term. We can distinguish a ‘moderate’ and a ‘zealous’ reading of ‘phenomenal consciousness’. On the moderate reading, ‘phenomenal consciousness’ just means ‘experience’. Many people have embraced this sense of the term and use it to roughly pick out conscious experience involving sensory quality (states like conscious visual experiences or conscious pains, for example).2 On the zealous reading, however, phenomenal consciousness is held to be ‘distinct from any cognitive, intentional, or functional property’ (Block 1995: 234). That is, any explanation of phenomenal consciousness in exclusively cognitive, intentional, or functional terms will fail to capture, without remainder, what is really distinctive about phenomenal consciousness. Block, of course, is fully clear about embracing the zealous reading; indeed, his initial introduction of the notion is in those terms. The same ambiguity occurs with the much-used (and abused) idea of ‘what-it’s-like-ness’.. (shrink)

Focusing on the "nature-culture" controversy it presents the evolution of the views of the sophists: from Protagoras' optimistic contention of the progress of mankind and his appraisal of culture to its criticism and the radical turn to nature in Antiphon, Hippias, Trasymachos, and Callicles. The paper aims at presenting the analysis of the ongoing discussion, with the stress laid on reconstruction of the arguments and concepts as well (...) as the attitudes that are associated with various positions of this debate. -/- . Critical Pragmatics develops three ideas: language is a way of doing things with words; meanings of phrases and contents of utterances derive ultimately from human intentions; and language combines with other factors to allow humans to achieve communicative goals. In this book, Kepa Korta and John Perry explain why critical pragmatics provides a coherent picture of how parts of language study fit together within the broader picture of human thought and action. They focus on issues about singular reference, that is, (...) talk about particular things, places or people, which have played a central role in the philosophy of language for more than a century. They argue that attention to the 'reflexive' or 'utterance-bound' contents of utterances sheds new light on these old problems. Their important study proposes a new approach to pragmatics and should be of wide interest to philosophers of language and linguists. (shrink)

This article questions the belief expressed in various histories of pharmacy that the tenth-century Arab physician Avicenna introduced the tradition of coating pills with gold and silver. Although an examination of his Canon documents Avicenna's interest in the medicinal application of gold and silver, no mention is made of coating pills. Nor do other Islamic physicians seem to have been familiar with this practice, any more than such medieval European authors as Arnaldus of Villanova, Raymund Lull or Johannes de Rupescissa. (...) The same is true of medicinal compendia representative of later periods, such as the Ortus sanitatis, Valerius Cordus' Dispensatorium or the Secrets of Alessio Piemontese. The earliest known mention of coating pills with precious metals occurs in a non-medical book, The Golden Fleece , and the earliest mention in the professional literature seems to appear only in the second half of the seventeenth century. The practice of coating pills with gold and silver was to be practiced in Europe into the first half of the twentieth century. (shrink)

In the paper we discuss the problem of limitations of freedom in mathematics and search for criteria which would differentiate the new concepts stemming from the historical ones from the new concepts that have opened unexpected ways of thinking and reasoning. We also investigate the emergence of category theory and its origins. In particular we explore the origins of the term functor and present the strong evidence that Eilenberg and Carnap could have learned the term from Kotarbiński and Tarski.

The aim of this paper is to present a conception of the triple nature of mathematics. It is argued that the nature of mathematics is best served by distinguishing deep ideas (of concepts or propositions), their surface representations (signs which can be perceived by senses) and their formal models (in axiomatic theories). For instance, the concept „number π” has several different models in set theory (those based on Dedekind cuts and on Cantor's equivalence classes of Cauchy sequences) and yet all (...) working mathematicians in the world have the same object π in mind. They have a common deep idea of π. Generally, the deep idea of a concept X is a well-formed mental construction of X which controls reasoning. It manifests itself in a characteristic, definite feeling of purpose, in firm certainty of the meaning of X in various contexts, and in robustness of understanding of X in cases of typical cognitive conflicts. Epistemic deep ideas are intersubjective and have been formed in phylogeny whereas individual deep ideas (or deep intuitions) are formed in ontogeny. In certain situations a deep idea may be described in terms of intuition, of meaning or sense, or of understanding, but none of these terms can provide a satisfactory description fitting all cases.
